Although I have modified the base model and the texture slightly, so as to take some of the low resolution look away from it (not perfectly by any stretch, and I might redo this at some point, I'll see how it goes).

The model you're looking for is Model_AlliDread.pskx (it's part of Shepard's model collection).

Yeah I found that one... Its strange though, because there has to be a high quality texture somewhere, because you can see admiral hackett arriving on a dreadnought just before his speech, and you can see that in-game, not in a video...

That scene is not in-game. It may look like it, but you can tell if you look at Jeff. Especially if you play on a high enough resolution.
